That turned to be just the not so unusual case of missing some dev packages;
once I installed the libbz2-dev and libz-dev packages, I had no problem doing the manual install and compile.

The ./configure script should adjust for those libraries being missing
and disable the use of compression. What changed in Debian 8 that
broke the ./configure script?
