I have heard from several others that encounter problems with a
he.net tunnel. To circumvent geo restrictions some people use a VLAN.
To counter this "abuse" content providers block the use of VLANs. A
he.net tunnel is flagged as a VLAN in this context.

Are you talking about VPN, not VLAN?
