This warning appears when an unknown user (without a user
profile) submits a message. Now this is just a warning and
there are no prohibitions. I'm just considering doing this
to keep Fido from spam.
But I thought tha people who use the invite links to join will automatically become "known".

Yes. All group members will receive this warning. It
doesn't get to Fido. This is inconvenient, but due to the
fact that the bot cannot write to the personal chat first.
I can turn this off and display such messages about the
need for registration only when a new user joins the group.
PS: Is it possible to write a message to any echo
conference on other BBSs without registration?

OK. Then these warnings are happening more often in the PUBLIC groups/echos that you link with the bot?
In that case, since Telegram announces when someone has Joined (and everyone sees that), why not send a private "warning" message to that person?

I repeat again. The bot will not be able to privately, and
sending manually every time is too difficult.
