Hoping I can get a little help here.
I have binkD setup and seems to be working OK and connecting to the
hub. The issue is that synchronet is creating outgoing .msg files in
the netmail directory, but sbbsecho is not packaging them for binkd. Am
I missing something incredibly obvious?

As Mark stated, make sure in sbbsecho.cfg you have it set for FLO_Mailer (Binkley/FLO and not Frontdoor/Attach)
