Finally got around to upgrading to the latest 399SRX over here. I seem to remember there used to be an option for "timeslicing" or a way to adjust the CPU idle for multitasking to lower the CPU usage when idle.
The latest version seems to be using 30-35% CPU on each of my instances now as compared to <10% on the prior version (when idle).
Maybe it isn't really idle and doing a new cool feature I'm unaware of. :)
