that aren't capable of advancing their license status.

I tend to lean towards Kent's take on this platform. In the end, folks can PH>decide for themselves what is/is not amateur radio in 2014.

Cellular is a different Service from the Amateur Radio Service,

Steps are simple constructions to climb up and down, usually for
entering something on a platform and less in number.
Stairs are usually used to connect different floors in a building
and are more in number.
