Add a new script to check for newer SyncTERM versions

This will notify users whose terminals have a CTerm device attribute
if the latest released version of SyncTERM is newer than their
current one.

Scrapes the latest release from the SyncTERM website at most once
per day.

Throw an error if we try to derive SyncTERM version from CTerm version
greater than 1322. Those should use the SyncTERM:VER
Application Program Command.
