The development builds of Synchronet for *nix and (now, as of Feb-18) for Win32 use v3.4.4 of the 3rd party cryptographic library, cryptlib (for SSH and SSL/TLS features), upgraded from the the cryptlib v3.4.2 we used previously.
This upgrade should address the outstanding SSH compatiblity issues (e.g. with the OpenSSH SSH client).
However, on Windows, the updated cryptlib library (cl32.dll) depends on a newer MSVC runtime library (specifically, VCRUNTIME140.dll). You can install this newly required file by downloading and installing the x86 version from https://www.microsoft.com/en-us/download/details.aspx?id=52685
