    By memorizing the answer, you may get it correct on the test, but to
    understand
    WHY that is the correct answer has more merit.

    In general, I Agree with you, however for many of the questions, all
    that is required is to memorize the answer. E.G. frequency
    allocations. Max transmitted power, the meaning of the Q signals
    (QTH, CQD etc.).
