You need to know the filename and area you want to get the file from.
Use a command like this in a netmail to filefix.
%resend <file> <filearea>
%resend cph.artpack29.zip fsx_arts

And when I check the husky/htick documentation (htick.html), it doesn't mention "rescan" anywhere.
The "error line" may be because their is a space after the filearea name.
Rescan works, except it should be "resend".

I recieved that file recently so I think that filename would work for you.
