It is a website / local app that is kind of like a wrapper for gpg - I have found that I don't use gpg frequently enough so I have to lookup
the command syntax each time I use it. The Keybase.io site/app makes
it a little easier to encrypt/decrypt/sign - I have also found that it makes the signing party a little bit easier.
These reasons are my personal opinions and I am sure other opinions
might vary.

I found if your public key is on the public servers its pretty easy to
at least get the key. Signing .. I'm not to sure about. I don't
completely understand the trust part with a signing party. I'm used to corperate verification services.
