Motor Scooters are more dangerous IMO. They are less stable. A
motor cycle is as safe as a bicycle at the same speed, only the
cycle is capable of much more speed.

That would depend. Is the rider wearing a helmet? Or not? And even
if the rider is riding a helmet, at a high rate of speed it would make
no difference. Whether on bicycle, scooter, or motorcycle.

Evel Knievel always wore a helmet. Well, most of the time.
Not that it mattered, as he still broke damn near every bone
in his body. Some of them more than once.

Riding a motorscooter or motor cycle with a helmet at a low rate
of speed, the cycle is safer, IMO.
