serves only until a new international coordinator is elected.
The newly elected international coordinator might choose not to
appoint any zone coordinators, allowing those positions to remain unfilled.
sysops will use it to determine the rightful moderator of
an echo for purposes of deciding to honor an access cut.
I can do the same, creating my own private elisting.
In fact, I already have. And that makes me the official owner/moderator/whateveryouwanttocallit of every echo
in fidonet. :)

the ZCC takes care of the main job that the IC had...

As you know if you look through TOm's echolist you see my
name listed as mod of a few echoes as well.
Call it quasi official, as recognized by the following:
TO add any echo to the backbone a confirmation message from
